- In a large mixing bowl, combine ground beef, minced garlic, and freshly grated ginger. Stir in soy sauce, chili paste, and sesame oil. Add chopped scallions and season with salt and pepper. Mix thoroughly.
- Take a dumpling wrapper and place a small spoonful of the beef filling in the center. Lightly wet the edges of the wrapper with water and fold it over to create a half-moon shape. Pinch edges together tightly.
- In a frying pan, pour enough vegetable oil to cover the bottom about 1/4 inch deep and heat over medium-high heat until oil reaches about 350°F (175°C).
- Carefully place assembled dumplings in the hot oil and fry for 2-3 minutes on one side until golden brown. Gently flip and fry the other side for another 2-3 minutes.
- Once golden, transfer dumplings to a paper towel-lined plate to drain excess oil. Optionally, sprinkle with extra scallions or chili flakes.
- Serve hot with your choice of dipping sauces such as soy sauce or sweet chili sauce.

Notes
Make sure your ground beef mixture is at room temperature before filling the wrappers. Avoid overfilling and ensure to wet the edges of the wrappers to create a tight seal.
