- Melt butter in a medium saucepan over medium-low heat. Whisk in flour and cook for 2 minutes. Gradually add milk while whisking until thickened, about 5–7 minutes. Stir in mustard, salt, and pepper.
- Preheat waffle maker. In a bowl, mix flour, baking powder, and salt. Add eggs, milk, and melted butter. Mix until blended, then fold in ham and cheese.
- Grease waffle maker. Pour batter and cook for 4–5 minutes until golden brown. Remove and keep warm.
