- Preheat your oven to 350ºF (175ºC).
- In a large skillet, heat a tablespoon of olive oil over medium-high heat and sauté the frozen cauliflower rice for about 5–7 minutes until browned. Transfer to a greased 2-quart casserole dish.
- In the same skillet, brown the ground beef with chopped red bell pepper and onion for about 7–10 minutes. Drain any excess fat and return the mixture to the skillet.
- Stir in taco seasoning, tomato paste, and 0.5 cups of water, and cook for an additional 3–5 minutes until thickened.
- Dollop the beef mixture evenly over the cauliflower rice in the casserole dish.
- Sprinkle a generous amount of shredded cheese over the beef layer and bake for 10–15 minutes until the cheese is melted and bubbly.
- Spread sour cream over the top and garnish with optional toppings before serving.
