- In a small bowl, combine chili powder, paprika, salt, and black pepper. Rub this spice mix all over the chicken and marinate for about 15 minutes.
- Heat a large skillet and add vegetable oil. Sear the marinated chicken for 5-7 minutes on each side until golden brown and cooked through. Remove and let rest before slicing.
- In the same skillet, lower heat and add butter. Sauté minced garlic until fragrant, then stir in heavy cream and simmer for 2-3 minutes until thickened.
- Bring a pot of water to a boil and cook ramen noodles per package instructions, usually 3-5 minutes. Drain and rinse under cold water.
- In a separate pot, heat sesame oil and sauté minced garlic. Pour in chicken broth and soy sauce, then simmer for 5 minutes.
- Divide cooked noodles into bowls, ladle hot broth over them, top with sliced chicken, and drizzle with creamy garlic sauce. Garnish with green onions and chili oil.
